The reason your taxes aren’t showing in the cart, is because you’ve set the site to not display taxes in the cart or at checkout.

If taxes do not appear, then go back to WooCommerce > Status > WooCommerce Services and check the log for an error. The log should be able to be pasted here, if needed. It could just be Kentucky doesn’t charge tax for online sales, maybe?
